Saint-Germé: CC Armagnac-Adour 2022 budget approved

After the budget orientation debate of March 21, 2022 (1), the Council of the Community of Communes Bas-Armagnac (CCAA), met in Saint-Germé on April 11 to approve the initial budget for 2022. Chaired by Christophe Terrain, Vice-President, President Michel Petit is absent due to illness.

It is of course Christian Jelonch who is presenting the draft budget. But first, the mayor of Saint-Germé, Philippe Poitreau, presents future projects for his village. In particular: revitalizing the city center so that residents find themselves in a friendly space, preventing Saint-Germé from becoming a dormitory village, attracting other businesses, building car parks. A “DETR” foundation (provision of rural equipment) was requested and accepted.

Preamble to the budget submission

make up for the operating part is a complicated operation because:

  • a tax product liability of 48,313 euros remains,

  • Personnel costs increase due to the reassessment of the index point, which costs 50,048 euros,

  • general costs increase by €147,000,

  • the start of Intercommunal Health Center (for salaried doctors) creates a deficit as long as the doctors have not arrived and the social security does not reimburse their visits: this deficit is estimated at 80,000 euros (2).

balancing the business part, there are 4 possibilities:

  1. keep the part allocated to the communities of Inter-municipal and municipal equalization fund (FPIC), which amounted to 82,000 euros in 2021,

  2. Increase in taxation over which the CCAA has control: taxes on developed and undeveloped land, ie a possible product of 22,583 euros,

  3. a contribution from the municipalities of 6 euros per inhabitant, which could bring in 40,000 euros,

  4. Consider creating a tax gemapi (3) (Competence gemapi was entrusted to the communities of communities).

investment area: According to Christian Jellonch, the budget proposes an ambitious investment program in economic, social and ecological terms. A structuring project of 3.7 million euros is included: the development of the Caupenne hotel in Riscle, which must be included a third place, France service house and a room that would be sold to an accounting firm. This last operation allows the CCBA to carry out the operation without going into debt beyond what is possible.

tax rates

Rates for 2022 are rising slightly, at least those the CC has control of:

  • Property tax on developed properties: 3.85% in 2022 vs. 3.58% in 2021,

  • Property tax on vacant land: 19.87% in 2022 vs. 18.48% in 2021,

  • Property tax for CFE companies (cannot be increased any more): 30.66% in 2022 as in 2021.

  • Energy-Electricity: 60,800 euros in 2022 (44,853 in 2021)

  • of which service contracts: 230,240 euros in 2022 (183,464 in 2021)

  • Roads: 253,000 euros in 2022 (250,025 in 2021)

  • Studies and research: 70,000 in 2022 (60,834 in 2021)

2. Personnel costs: 1,834,175 in 2022 (1,709,799,2021)

3. Other ongoing administrative expenses: 1,301,510 in 2022 (1,141,417 in 2021).

Investment income: 3,842,450 euros in 2022 (2,274,824 in 2021), whose :

  1. Surplus carried forward: 119,211 euros in 2022

  2. Work section takeover: 813,828 euros in 2022

  3. Allocations: 628,491 euros in 2022 (909,683 in 2021)

  4. VAT compensation: 236,755 euros in 2022 (232,461 in 2021)

  5. Capitalized operating surplus: 391,736 euros in 2022 (677,421 in 2021)

  6. Funding received: 1,286,126 euros in 2022 (418,705 in 2021)

  7. Region: 345,013 euros in 2022 (12,566 in 2021)

  8. Department: 32,132 euros in 2022 (57,632 in 2021)

  9. Municipalities: 76,054 euros in 2022 (48,811 in 2021)

  10. Rural allocations: 762,151 euros in 2022 (319,593 in 2021)

Note that 193,926 euros are still to be realized in 2021.

Capital expenditures: 3,842,450 euros compared to 2,155,612 in 2021, including:

  1. Loans and debts: 192,800 euros (229,919 2021)

  2. Fixed assets: 65,070 euros (428,028 2021)

  3. Properties under construction (4): 3,366,493 euros (1,410,932 2021).

Different

The budget of the health center is set at 209,000 euros (expenses and income) in 2022. The budget of the activity zone (ZA) Mauranche (Aignan) in 2022 is 88,263 euros (investment) and 444 (operation). The Saint-Germé ZA at 167,075 euros in 2022 (investment and operation). Finally, the photovoltaic system: 6,945 euros (investment and operation).
