Aid for collective housing

A decree of April 9 aims to support collective housing in the face of the increase in the price of natural gas.

With the aim of limiting the impact of the increase in natural gas prices on their heating bills for the period from November 1st, 2021 to June 30th, 2022, an aid measure has been introduced in favor of natural persons with principal or subsidiary title :

  • in a detached house with a direct connection to a heating network,
  • in a building for total or partial residential use subject to the status of co-ownership pursuant to Law No. 65-557 of July 10, 1965 establishing the status of co-ownership of built buildings,
  • in a building for total or partial residential use managed by an organization for low-cost housing pursuant to Article L. 411-2 of the Construction and Housing Code, a semi-public company pursuant to Article L.481-1 of the same Code, the Sainte-Barbe joint-stock company, the housing association referred to in Article L. 313-34 of the same Code, or real estate companies in which at least 99% of the shares are owned by this association, or an organization benefiting from the authorization referred to in Article L. 365-2 of the same Code, if Article 23 paragraphs 6 to 10 of the aforementioned law of July 6, 1989 apply to
  • in a communal building for total or partial residential use belonging to a single owner, if paragraphs 6 to 10 of article 23 of the abovementioned law of July 6, 1989 are applied to it,
  • in a building used wholly or partly for residential purposes and located within the perimeter of a union association of owners regulated by Decree No. 2004-632 of July 1, 2004 on union owners associations, when this association is a customer of one of the companies referred to Article 2 paragraph 1,

and if these are supplied with heat:

  • from a collective natural gas boiler room under the conditions defined in Article 3;
  • or by an operator of a natural gas boiler under the conditions set out in Article 4;
  • or by a manager of a municipal heating network that is wholly or partly fueled by natural gas, under the conditions set out in Article 5.

This aid is paid to companies that supply natural gas and have a supply license in accordance with Article L.443-2 of the Energy Code, operators of collective heating systems or managers of district heating networks.
These companies submit an application on behalf of and on behalf of individuals and are required to return the funds raised to their customers, including low-cost housing organizations, co-ownerships, etc., for the benefit and benefit of those individuals.
